Florin Cioaca
With seven years of experience in interbank trading at Citibank and a leading European bank, I am now the Co-founder and CEO of Vega Simulator. I lead a skilled team responsible for product design and development.
My professional journey began at Citibank Romania, where I started as an intern in the Treasury Department. Within six months, I advanced to a Junior Interbank Trader, focusing on active FX intraday trading, including major and CE3 currencies, and supporting client business along with market analyses of CE3 countries.
Subsequently, I ascended to a Senior Trader role at a prominent European regional bank. Here, I established myself as the top liquidity provider for the Romanian FX market, managing both local and offshore bank interactions. My responsibilities expanded to overseeing FX and FX Derivatives Proprietary positioning and the Swaps books of the bank. I also contributed to structuring corporate deals exceeding $50 million and led the project to implement the Thomson Reuters Eikon dealing system in our Treasury Department. Additionally, I managed the Induction Program for Treasury interns and developed assessment tools utilized by HR for screening candidates.
In addition to my corporate roles, I serve as a mentor at the Founder Institute, the largest startup incubator in the world, where I mentors startup founders on building successful teams and products. I hold a Master of Science and a Bachelor of Arts in Finance and Banking from the Bucharest University of Economics.

I bring over 12 years of demonstrated success in providing strategic leadership within entrepreneurial environments, complemented by three years of consulting expertise in the finance sector. Currently, I am the Co-founder and COO of Vega Simulator, where I spearhead business development, marketing, and investor relations.

My earlier professional experiences include providing management consulting services to major banks and insurance companies in Romania, focusing on strategic planning and business process reengineering.
I hold a PhD in Management and a BSc in Economic Cybernetics and Forecasting from Bucharest University of Economics, along with an MSc in Financial Economics from the University of Gothenburg, Sweden.
Victor Dumitru
Victor Dumitru is an accomplished Full Stack Engineer with a robust background in computer science and a specialization in artificial intelligence from the University of Bucharest. Currently, he holds a pivotal role at Vega Simulator, where he leverages his expertise to lead all our software development projects. Victor's professional journey is marked by significant achievements, including transforming project codebases, optimizing software architectures, and leading successful deployments that enhance operational efficiencies.
Prior to his tenure at Vega Simulator, Victor contributed to multiple sectors through freelance projects, developing bespoke automation tools and complex platform solutions using technologies like Selenium, Puppeteer, Node.js, and React. His efforts have consistently driven client satisfaction and business growth.
Victor also served as the Chief Technology Officer at Pythia Sociodynamical Technologies, where he developed cutting-edge algorithms for social graph analysis and played a crucial role in the design and implementation of a robotic arm for remote laboratory work in collaboration with the University of Reykjavik.
In addition to his professional pursuits, Victor is deeply committed to education and innovation, having tutored elite students preparing for computer science Olympiads and competitions at VictoriaEdu Center.
